Building sites appear in Gaza before the Israeli -American aid plan that the United Nations rejected, and pictures appear

Israel prepares a series of sites in Gaza, which can be used as distribution centers for humanitarian aid in a new, controversial plan, and satellite images appear.
The Israeli government suspended the delivery of food and medicine in Gaza in March.
The ministers said this step, which was condemned by the leaders of the United Nations, Europeans and the Middle East, is aimed at pressuring Hamas to launch its remaining hostages. Israel also accused Hamas of stealing aid – a claim by the group.
The United Nations said that the siege caused a severe lack of food, medicines and fuel, and it warned on Monday that the population of Gaza is about 2.1 million people. He was in a crucial danger to famine.
The United States confirmed last week that it was preparing a new system to provide aid from a series of centers inside Gaza, which will be managed by private companies and protected by security contractors and Israeli forces.
The pictures analyzed by the BBC show that the land has already been cleared, with new roads and starting areas in a number of sites in southern and central Gaza in recent weeks.

Israel did not publicly say where the centers will be, but the humanitarian sources – which were previously informed by Israeli officials – told the BBC that at least four centers will be built in the southern part of Gaza and one other north near the Netzarim corridor, a strip of land controlled by the army that is effectively divided effectively.
The Gaza Humanitarian Corporation – an organization established to support the plan – said initially that food, water and hygiene groups will provide 1.2 million people, less than 60 % of the population.

A spokesman for the United Nations Office for the Coordination of Humanitarian Affairs (OCA) accused Israel of seeking to use “food and fuel as a lever, as part of the military strategy.”
“All aid will be directed through a handful of military centers,” Olga Cherfco told BBC.
“This type of arrangement would cut vast areas of Gaza – especially the most vulnerable, who cannot move easily, or marginalize otherwise – from any help at all.”
Meanwhile, Boucharta was described by Oxfam the new plan as a “farce”.
“Any logistical solution will not address Israel’s forced displacement and the use of hunger as a war weapon. Raise the siege, open the crossings and let us do our job.”
It is understood that the proposed new system has not yet had a final registration from the Israeli government.
“Safe Distribution sites”
BBC checks the satellite images used to determine four potential sites based on limited information available about their sites.
The sites are similar in size, shape and design to the open distribution sites inside Gaza, such as Erez, Erez West and Kisufim. The largest site we viewed – more comparable to the region inside Gaza in Kerem SHALOM Crossing.
Our analysis of the photos shows a major development in a site in the southwest of Gaza, near the ruins of a village that is now the Israel Defense Forces base (IDF).
Satellite images showed since early April the construction of a road there and a large starting area, surrounded by barriers – large defensive barriers made of accumulated sand or land – about 650 meters (2130 feet) from the border with Egypt.

The IDF did not comment on the possible aid centers when the BBC is verifying, but he said that its operations in Gaza had been carried out “according to international law.” COGAT – the Israeli body responsible for managing the crossings to Gaza – did not respond to the comment.
