Thérèse Kayikwamba Wagner says Rwanda is illegally occupying Goma.

The country’s foreign minister told the BBC that Rwanda illegally occupies the Democratic Republic of the Congo and trying to regulate regime change.

This after decades of impunity and the lack of protection of Rwandan President Paul Kajami from violating international law.

Her comments come after the M23 rebels, backed by Rwanda, East Comolis, and threatened to continue their attack on the capital, Kinshasa, which is 2,600 km (1600 miles).

A spokeswoman for the Rwanda government, Jewienish McCulo, denied this and said that her forces had been deployed to prevent the conflict that leaks into his lands.

“We are not interested in the war, we are not interested in annexation, we are not interested in changing the system,” Mrs. McCallo told the BBC.

The Southern African Development Society (SADC), a regional bloc consisting of 16 members, holds a special meeting on Friday in Zimbabwe to discuss the situation in Dr Cong.

SADC has sent peacekeepers, especially from South Africa, to Dr. Congo to armed groups such as M23 and the restoration of peace in the mineral -rich area after decades of turmoil.

Sixteen soldiers from South African countries were killed in clashes with M23 around Guma last week.

In a war of words with his counterpart in South Africa, the President of Rwanda Kagami said that the SADC forces “are not a power to preserve peace, and have no place in this position.”

The fighting exacerbated the humanitarian crisis in the eastern Congo, as the M23 seized large areas of the northern province of Kivu.

Shelly Thakral, of the United Nations World Food Program (WFP), said that people in Goma run out of food, clean water and medical supplies.

“The supply chain has already been strangled at the moment if you are considering reaching the ground, reaching the air, and when everything is closed,” news agency told AFP.

Since the beginning of 2025, more than 400,000 people have been forced from their homes, according to the United Nations Refugee Agency.

Mrs. McCulo confirmed that the Rwanda forces secured their borders in response to “repeated violations”, including deaths across the border.

“The Democratic Republic of the Congo needs to do better work in obtaining their lands in order. This is their responsibility.”

Mrs. Wagner called to stop the external aid that is sent to Rwanda and sanctions to put it on the leaders “Enabling this war.”

It also called for the suspension of Rwanda forces from the United Nations peacekeeping missions all over the world.

She said: “We have to witness a country that presents itself as a peaceful owner in other countries, which (G) is warm in the Great Lakes region.”

UN experts said last year that Rwanda had between 3000 and 4000 soldiers working alongside M23 in the eastern Congo.

Human Rights Watch warned against escalating risks to civilians with the fight against Dr. Kongo’s army with the M23 rebels. The humanitarian group accused both sides of committing serious violations against civilians.

United Nations Secretary -General Antonio Guterres has warned that the current conflict risked an escalation to a broader regional war.

The Uganda Army said it would reinforce its defenses along the border with Dr. Congo in response to the increase in the fighting.
